Reminders for Proposal Argument Essays
Your proposal needs to be original in thought. You need to actively work to take your proposed steps for reform and argue that those steps would alleviate the issue.
The sources you locate need to provide evidence for your argument and refute oppositional views.
Do not use outside sources to 'make' your argument. You need to 'make' your own argument by proposing a solution to the issue. The scholarly sources are only used here-and-there to support your argument. If the outside sources are leading the charge in your essay, then it is not your argument. Remember to assert your argument and only use outside sources after your point of view is clearly stated so that the sources defend you, not make the argument for you.

There are many ways to approach this issue.
Since the crisis stems from and is based on the high overdoses of Americans through opioid usage, education and outreach are some of the strongest proposals to reaching people.
EDUCATION
TV commercials (PSAs), pop-up Ads/PSAs on computers or phones, reaching young students in the classroom, and so on are excellent ways to force the public to hear the information before it becomes a personal issue.
OUTREACH
However, if that first step fails, and someone becomes addicted, support and rehabilitation opportunities are a great step to get to people before they overdose.
While education and outreach are often suggested—in various forms—as proposals for changing the opioid crisis in America, these are not the ONLY options. You could suggest illigalization of prescription drugs. You could suggest that doctors start with alternative opioid-like drugs prior to prescribing actual opioids. You could look at it from reviving the person who overdoses by supplying specialized drugs to reverse an opioid overdose. There are many ways to look at this issue. However, you need to remember the main concern--addiction and death--and argue that your proposed points will help to alleviate those issues in the crisis.
No matter what 2 or 3 strategies you suggest for change, please keep in mind that the overall goal of this TYPE of writing is to propose the change that will help save lives.
