The thesis for a proposal argument writing must convey the steps being argued to fix an issue.
Example THESIS: To address the opioid crisis [key point] that is sweeping the nation [key point], Americans [key point focused on who must make the changes] must respond by controlling the distribution of Opioids through prescription limits [1st sub-point to argue in the proposal], expanding access to rehabilitation programs [2nd sub-point to argue in the proposal], and making Naloxone more accessible [3rd sub-point to argue in the proposal].
The essay paragraphs would then follow the essay mapping to argue the sub-points in the proposal argument:
Introduction paragraph: HOOK sentence--one sentence, background (no source usage), Thesis Statement--one sentence (The whole introduction paragraph will be about 3-7 sentences.)
Body paragraph 1: controlling the distribution of Opioids through prescription limits (modify existing requirements)
Body-paragraph 2: expanding access to rehabilitation programs (community programs, church programs, hospital programs)
Body-paragraph 3: making Naloxone more accessible (in clinics, in hospitals, to patients prescribed opioids, in shelters, at fire and rescue locations)
Body-paragraph Counter-argument: opposition to your proposal and/or alternative views on what should be done to alleviate the opioid crisis (and then argue why these counter-arguments aren’t as logical and productive as your proposal argument)
Conclusion paragraph: Thesis revisited--one sentence, summarize topic sentence/closing sentences from body paragraphs, exit sentence to leave the reader focused on making changes you proposed to alleviate the opioid crisis--one sentence (The whole conclusion paragraph will be about 3-10 sentences.)

The THESIS above is only a sample. There are many ways to approach this issue.
Since the crisis stems from and is based on the high overdoses of Americans through opioid usage, education and outreach are some of the strongest proposals to reaching people.
EDUCATION
TV commercials (PSAs), pop-up Ads/PSAs on computers or phones, reaching young students in the classroom, and so on are excellent ways to force the public to hear the information before it becomes a personal issue.
OUTREACH
However, if that first step fails, and someone becomes addicted, support and rehabilitation opportunities are a great step to get to people before they overdose.
While education and outreach are often suggested—in various forms—as proposals for changing the opioid crisis in America, these are not the ONLY options.
No matter what 2 or 3 steps you suggest for change, please keep in mind that the overall goal of this TYPE of writing is to propose change that will help save lives.
